There are many different grades of surgical steel. The best would be SS316LVM. You can also use Titanium, Niobium, Platinum or some forms of Gold (watch out…it can tarnish too).

Sterling silver tarnishes and that tarnish is toxic to the body. It can cause infections even in healed piercings. It’s costume jewelry and isn’t meant to be worn for any real length of time – especially not inside the body, like a piercing. And as you’ve experienced, it doesn’t matter how often you clean it…
Silver = Junk.
